ARBOR PARK VILLAGE IS A PARAdoxical name for a townhouse community built upon redeveloped inner-city land. Perhaps it cogitates the optimism about the 36.3-acre progression in a continuously ascending gradation near downtown Cleveland that, until lately had suffered as the site of blighted and boarded-up public housing.
