Building digests enter the public domain one time they've been adopted through a local jurisdiction, according to a newly come decision of the Fifth Circuit Court of Appeals. In Veeck v Southern Building collection of laws Congress International (SBCCI), the court rul in favor of Texan Peter Veeck who situationed SBCCI's building codes on his Web site after the digest had been adopted by his local municipality.
