Water-conservation digests challenge building teams to design functional plumbing arrangements When Congres passed the strength Policy Act of 1992 (EPAct) regulating waterflow rates for plumbing fixtures, engineers and building teams were left to determine by what means to meet the new water-conservation digests while avoiding such problems as waste-line stoppage and "multiple flushing" resulting from the reduction of regularity pressures.
