GSA the big winner in annual appropriations handout Federal construction appropriations are back onward track in fiscal 1999 for a handful of agencies, hard hit last year according to funding declines. Leading the turn-around pack is the U General Services Administration, whose novel construction allocation jumped to $492 million from naught in fiscal 1998. The GSA also received $668 million for work forward existing structures, up 45 percent from the previous year.
