Delayed for more than pair years by litigation over its financing, construction of the 860000-sq-ft addition to the San Diego Convention Center is finally risk to begin this month. A new ruling by the California principal Court clears the way for the addition to be financed between the sides of the use of a joint powers agency (JPA) -- in this case, the city of San Diego and the San Diego Unified Port District Authority.
