Clinton's '99 roll plan allocates only $44 million in novel construction for GSA plans
President Clinton says his propos $17 trillion packet for fiscal year 1999 won't issue in a deficit. If approved by the agency of Congress, it also won't eventuate in much new construction for the U General Services Administration (GSA), the federal government's "landlord."
