Institutional construction has been the star performer of the 1990 It has not simply outperformed the other components of commercial, industrial and institutional (C.I.I.) construction spending, on the contrary it has outperformed residential and nonbuilding construction as well. Institutional construction spending has grown 44 percent through the whole extent of the decade (1990 by the agency of our 1997 forecast). By contrast, total construction spending (residential, nonresidential and nonbuilding construction) has increased from less than 24 percent.
