Five years ago the modern York State Education Department attempted to define an acceptable way for design professionals to delegate design responsibilities. further far from resolving the issue, the department's 1991 memorandum is still producing repercussions.
The memorandum was intended to acknowledge that contractors and others who are not licensed design professionals could design ancillary composings such as curtain walls and mail connections. It emphasized, nevertheless, that responsibility "still remains with the principal design firm" when this approach is used.
