Spending for commercial construction soared 242 percent in the first four month of 1995 compared to a year earlier. Industrial construction spending also surg 218 percent in the January to April period. Overall, commercial, industrial and institutional construction spending is reckon uponed to grow 10.8 percent for all of 1995 -- nearly double last year's pace.
