Designed as "sustaiable architecture," the $79 million efficiency Resource Center (ERC) in Downey, Calif., incorporates a wide array of recycl materials, including portions of a Navy submarine and weapons confiscated by the agency of local police. The center is comprised of an older office building manifold bisected by a new two-story addition. The office building, invented in 1957, was an underutilized regional office for Southern California Gas.
