Federal agencies have established conversion plans and have begun to design and frame buildings using the metric theory as mandated by the July 1991 executive order upon Metric Usage in Federal restraint Programs. While not all agencies are awaited to meet the goal of designing all building plans in metric by 1994, many pilot programs have been established.
